The method comprises the followingsteps of: determining two pavement performance decay models before and after maintenance according to performance detection indexes of a practical pavement maintenance project over the years, whereinthe performance detection indexes over the years comprise a flatness index IRI, a track depth RD and the like; establishing relationship between parameters of the two models, predicting a pavement performance model after the maintenance by using a pavement performance model before the maintenance, defining a maintenance benefit as enveloping areas between performance curves before and after the maintenance and a maintenance threshold value, and expressing the enveloping areas by functions of the parameters of the performance model before the maintenance; and finally, determining a value of acorresponding parameter when the maintenance benefit is the maximum so as to determine an optimum maintenance opportunity and providing important basis for road maintenance and management decisions.
