The method comprises the following steps that a vehicle-mounted device acquires a destination address and a vehicle current position and uploads a vehicle ID, current position information and the destination address to a dynamic planning server; the dynamic planning server performs line planning and transmits the planned path information to the vehicle-mounted device and a traffic signal lamp state information server; the traffic signal lamp state information server inquires a turn-on time table of traffic signal lamps and transmits the turn-on time table of the traffic signal lamps to the vehicle-mounted device; and the vehicle-mounted device plans ideal driving speed of the vehicle and outputs ideal driving speed of the vehicle to a user. The beneficial effects of application of the method are that a situation of green light all the way can be realized by the user under the condition of uncongested road so that braking is reduced, oil consumption is reduced and time of arriving at the destination can be more truly predicted.
