The invention has the advantages as follows: all materials are green and pollution-free products; the electrolyzing process is stable and can not generate toxic and harmful gases or substances, the main generated gas is O2; the electrolyzing temperature is lower than the melting point of the alloy; the energy consumption is lower than that in the traditional technology and the serious situation that our country is short of the high-level manganese ore is made up; the electricity consumption is reduced; the reducing agent such as coke does not need to be added in the electrolyzing process so as to reduce the cost; and the process is stable and the compositions of the product can be controlled by regulating proportion of the metal oxide and process parameters.
