The manufacturing method comprises the following steps of: heating a blank to 1,150 to 1,250 DEG C, preserving heat for 2.5 to 4 hours and performing rough rolling, and then performing finish rolling under multichannel pressure and at the final rolling temperature of between 830 and 950 DEG C, performing laminar cooling, and cooling to the rolling temperature at the cooling speed of more than 10 DEG C / s and the rolling temperature of between 600 and 680 DEG C.
