The device comprises a frame, a cover, a feeder, a heat-melting device, a cooling yarn-formation device, an antistatic device, an expanding twister, a length-measuring device, a winding machine, a waste yarn collecting tank, a water jet injector and a control circuit. The manufacturing method comprises the following steps: the glass balls are added into a platinum-substitute crucible and electrically heated to the molten state, and then the temperature is raised until the glass balls are in the liquid state; the liquid glass flows downwards through a bushing well of the platinum-substitute crucible, is instantly cooled by the surrounding air to form fiber glass filaments, and the fiber glass filaments achieves a cooling drum and then achieves a yarn cutter to be cut off; subsequently the cut fiber glass filaments are expanded by the expanding twister to form strip-shaped yarns; and finally the strip-shaped yarns are wound to coils by the winding machine after length measurement.
