A microporous filter element electrode is adopted and the power is supplied by a direct current power source or a chemical power source. When in regeneration, the external pressure of an regeneration chamber of the filter element electrode is higher than the internal pressure of the filter element electrode; displaced counter ions enter into the exterior of an electrode filter element under the coupling effect of an electric field force and a water flow drag force, and an electrochemical reaction system is lead out to realize the regeneration of the resin. The anode derived water is disinfectant fluid with acid oxidation potential and used for regenerating an acidulous cation resin; the cathode derived water serves as raw water for regeneration after going through acidulous resin treatment.
