[0044] The present invention provides elements for controlling the reflective and transmissive properties of electromagnetic radiation. The present element operates by controlling the phase angle of reflected or transmitted electromagnetic radiation produced by incident electromagnetic radiation, and may be operated in a fixed configuration. Thus, the present element can be called phase angle controlled stationary elements (phase angle controlled stationary elements PACSE). Since the present element can act on electromagnetic radiation propagating in free space, the present element can also be regarded as an example of a quasi-optical element. The present element comprises a chalcogenide material as an active component and achieves variability in the influence of the reflective and transmissive properties of electromagnetic radiation by spatially varying the structural state of the chalcogenide material in one or more active regions of the grid.
