The packaging bag comprises a developing cooling layer, a water and air absorbing layer, a bacteriostatic bionic layer and an efficient heat preservation layer, the developing cooling layer, the water and air absorbing layer and the bacteriostatic bionic layer are tightly attached together from outside to inside, after the three layers are co-extruded, and the bacteriostatic bionic layer is extruded on the efficient heat preservation layer at intervals from inside to outside to form a heat preservation bag; the color developing and cooling layer comprises a one-way water-permeable and air-permeable fiber film and a cooling and color developing coating coated on the film, and the cooling and color developing coating is arranged on the inner side; and the water and air absorbing layer is formed by loading three-dimensional multi-metal ion framework adsorption crystals on a semi-dehydrated-activated-bacterial cellulose membrane.
