The palladium composite catalyst comprises a cyclic palladium catalyst and solid alkali, and the cyclic palladium catalyst is dispersed on the surface of the solid alkali. The solid alkali is a metal oxide modified by magnesium oxide. The total amount of the cyclic palladium catalyst accounts for 0.1-10% of the total mass of the cyclic palladium catalyst and the solid base, and the magnesium oxide accounts for 10-30% of the total mass of the magnesium oxide and the metal oxide.
