The device comprises an anoxic tank, an aerobic tank, a membrane assembly, a heating plate assembly and a solar photovoltaic power generation unit. The anoxic tank is provided with a liquid inlet pipe, the aerobic tank is located at the downstream of the anoxic tank and is communicated with the anoxic tank through a connecting pipe, and liquid in the anoxic tank is guided into the aerobic tank. A heating plate is located in the anoxic tank, and the solar photovoltaic power generation unit is connected with the heating plate to provide electric energy to drive the heating plate assembly to release heat.
