The method includes thefollowing steps that: when a user access protocol message is received, user access information corresponding to the user access protocol message is obtained; VXLAN (Virtual Extensible Local Area Network) GPE (Generic Protocol Extension) encapsulation is performed on the user access protocol message based on the user access information, wherein the numerical value of the encapsulation protocol field of a VXLAN GPE header in an VXLAN GPE encapsulation structure is a preset value, wherein the preset value is used to indicate that the encapsulation structure contains a user information header, wherein the user information header is used to store the user access information and directly follows the VXLAN GPE header, and bytes occupied by the user information header are fewer than or equal to 12 bytes. The above encapsulation structure is adopted to encapsulate a message; the encapsulated message has backward compatibility; and the bytes of the user information header are fewer than the bytes of an NSH (Network Service Header) when the user access information is carried, and therefore, encapsulation overhead is saved.
