The system comprises a management server and a block chain network; and each node in the block chain network is configured with the same block chain. The method comprisesthe steps of receiving a protocol data signing request sent by an application server through the management server; based on the protocol data signing request, generating a second block according toa data identifier and an eigenvalue of a first block, adding the second block to the block chain to obtain an updated block chain; and establishing a corresponding relationship between a personal useridentifier and the second block in a first index table. The data identifier of protocol data signed by a personal user is stored in the block chain; a characteristic that the data of the block chaincannot be tampered is utilized; the security and reliability of the data identifier are ensured; and an event that a malicious user tampers or denies the signed protocol data is avoided.
