The hydraulic control system comprises a damping plug, wherein the damping plug isprovided with an oil inlet and a working oil hole which communicates with a system oil source; a four-way oil path is integrated in the working oil hole, wherein a first path is connected with a firstadjustable type throttle valve, a second path is connected with a first pressure compensation pilot valve, a third path is connected with a two-position three-way manual proportional reversing valve,and a fourth path is connected with a pressure measuring hole; the first pressure compensation pilot valve communicates with a shuttle valve; the two-position three-way manual proportional reversingvalve is connected with a second pressure compensation pilot valve; the second pressure compensation pilot valve communicates with a shuttle valve; and a pressure compensation valve communicates withthe system oil source. The hydraulic control system has the advantages that normal operation of anchor and mooring equipment can be met, and two different speeds are provided for an anchor gear working condition and a winch working condition of the anchor and mooring equipment, and are quickly switched, so that a throttling and heating phenomenon as a result of a small valve element opening degreeof a master control valve in an existing mechanical limiting way is effectively eliminated.
