Both the two kinds of spanners have advantages and disadvantages, the opening adjustable spanners canoperate bolts with more specifications, however being likely to slide and poor in stability, the torque spanners are good in stability, however being small in using range, and one torque spanner onlycan operate bolts with one or two specifications. The multi-layer sleeve spanner comprises a center hoop (1) and a stress hoop (3), and multiple adjusting hoops (2) are arranged between the center hoop and the stress hoop in sequence in a sleeving mode. The center hoop and the corresponding adjusting hoop are matched, every two adjacent adjusting hoops are matched, and the corresponding adjustinghoop and the stress hoop are matched. The center hoop is connected with the corresponding adjusting hoop through a fixing shaft (4), the multiple adjusting hoops are connected trough the fixing shaft(4), and the corresponding adjusting hoop is connected with the stress hoop through the fixing shaft (4).
