The problem is solved well through adopting the technical scheme that the low-temperature-resistant premixed foam fire-extinguishing agent and the preparation method thereof are adopted, and comprises the following components in percentage by mass: 10-20% of pour point depressant, 0.1-1.0% of film-forming agent, 0.5-2.0% of foaming agent, 0.05-0.2% of penetrating agent, 0.2-1.0% of foam-stabilizing agent, 0.1-0.5% of preservative, 2-5% of other additives and the balance deionized water. A fire extinguisher or a fire-extinguishing device can be directly filled with the low-temperature-resistant premixed foam fire-extinguishing agent in the low-temperature environment to extinguish fire.
