The method specifically comprises the following steps: by taking water as a medium, performing laser induced water breakdown to generate plasma to provide seed electrons to contact glow discharge; providing seed electrons to laser induced water breakdown from the plasma generated from contact glow discharge simultaneously, establishing avalanche breakdown water to generate plasma, maintaining density of electrons of a laser ionization channel, and continuously generating water contact glow discharge plasma; producing hydrogen by using the plasma generated from water contact glow discharge. By adopting the method, contact low-temperature plasma can be generated with relatively low optical energy and electric energy, the difficulty in generating plasma from water contact glow discharge is solved, and thus low-temperature plasma hydrogen production by using water as a raw material is achieved.
