The step (1) is implemented through a novel desulfurization device, wherein the device comprises a desulfurizer, a smoke inlet pipeline of the desulfurizer is additionally provided with a desulfurization agent spraying system, and the desulfurization agent spraying system is arranged at the front end of the smoke inlet pipeline; the spraying system comprises a plurality of spraying pipes which are connected with a circulating water tank with a water replenishing pipe through a pipeline, and the desulfurizer is provided with a draining hole; the draining hole is formed in the bottom of the desulfurizer and communicates with the circulating water tank; the circulating water tank is connected with a dosing cylinder through a pipeline; a desulfurizing agent is added into the dosing cylinder; the weight percent of the desulfurizing agent to water is 1:10; the dosing cylinder is connected with a stirring tank arranged above the circulating water tank through a pipeline; the draining hole formed in the bottom of the desulfurizer communicates with the circulating water tank; the smoke inlet pipeline has the length of 3 to 8 meters.
