The invention provides cold-mixed cement-emulsified asphalt concrete and a pavement method thereof. A cement-emulsified asphalt concrete pavement is formed by measuring and blending a plurality of materials including cement, emulsified asphalt, graded broken stone, mineral powder and water according to proportions at normal temperature, transporting an obtained mixture, conducting paving, conducting rolling and conducting maintenance. Dynamic stability of the cold-mixed cement-emulsified asphalt concrete reaches 19000 times/mm or above, an intensity ratio of frozen and melted is greater than 95%, elasticity modulus is 3000Mpa, and pavement performance of the cold-mixed cement-emulsified asphalt concrete conforms to requirements of related indexes prescribed within Standard Specification for Construction and Acceptance of Highway Asphalt Pavement (JTJ F40-2004). According to the cold-mixed cement-emulsified asphalt concrete and the pavement method provided by the invention, asphalt and aggregate cannot be heated and blended, and production and construction can be implemented at normal temperature; the paved cement-emulsified asphalt concrete pavement integrates the property of cement concrete which is rigid and the property of an asphalt mixture which is flexible, and the cement-emulsified asphalt concrete pavement has excellent performances of being high in modulus, high in bearing capacity and high in tracking; the pavement performance of the mixture can be greatly improved; and entire life-cycle cost of the pavement structure is low.
