The invention provides a virtual desktop and virtual operation system-based adaptive cloud desktop service system. The system comprises a client device system which considers remote access and provides a local desktop access mode, a cloud desktop management system used for managing a cloud desktop and a client device, a cloud desktop resource pool used for providing a cloud desktop server, a mechanism used for realizing content distribution and synchronization between the cloud desktop and a local desktop located at the client device, a mode decision mechanism used for deciding whether a cloud mode or a local mode is used during user access, and a feature library which provides knowledge required for mode decision. The management system judges whether a desktop access mode of a user is a remote access cloud desktop or a local access cloud desktop during the user access, or a usage mode is manually switched in a using process, so that the cloud desktop can fully utilize an elastic computing advantage of cloud computing to provide better dynamic expansibility when being located at a cloud end, and the limitation of access of the cloud desktop to peripherals can be broken in a penetration manner in a local mode.
