The high-efficiency emulsifying, dispersing and deoiling agent comprises, by weight, sodium n-butyl oleate solfonate, an alkyl polyoxyethylene derivative, polyoxyethylene-polyoxypropylene block copolymer, sodium chlorite, polyacrylamide, fatty alcohol sulfate monoethanolamine, tannic acid, dioctyl sebacate, lauryl alcohol polyoxyethylene ether phosphate, ethanol and deionized water; and the lauryl alcohol polyoxyethylene ether phosphate is prepared through the steps of reacting fatty alcohol with ethylene oxide to generate lauryl alcohol polyoxyethylene ether, esterifying the lauryl alcohol polyoxyethylene ether and phosphoric pentoxide, and neutralizing. The high-efficiency emulsifying, dispersing and deoiling agent has extremely strong deoiling, emulsifying and after-tack preventing functions, and can be used in decontaminating and deoiling for environmentally friendly fabric dyeing.
