Abstract

The invention discloses a method and a device for managing a secondary serving cell, which relates to the technical field of communication, and is provided for solving a problem of high signaling overhead existing in the prior art brought about frequency configuration and de-configuration of the secondary serving cell. The method comprises the steps of receiving a first report message which is sent by user equipment and carries a cell identifier of a first cell; searching a frequently changing cell identifier list according to the cell identifier of the first cell, and determining whether the frequently changing cell identifier list contains the cell identifier of the first cell or not; starting timing if the frequently changing cell identifier list contains the cell identifier of the first cell; and forbidding to configure the first cell to be a secondary serving cell of the user equipment and configuring a second cell to be the secondary serving cell of the user equipment if a second report message, which is sent by the user equipment and carries a cell identifier of the second cell, is received before the arrival of a preset threshold in timing and the cell identifier of the second cell does not exists in the frequently changing cell identifier list. The method and the device disclosed by the invention are applied to the configuration and de-configuration process of the secondary serving cell.
