By utilizing a nitrification, denitrification and denitrogenation principle of river natural ecology, a surface flow system in different environments is constructed through an ecological engineering method whether submerged plants exist or not; by means of river diversion, a water flow is operated in a baffling manner; continuous areas without aquatic plants and submerged plant close planting areas are connected in series, so that a water body is sufficiently contacted with the submerged plants and a substrate; continuous aerobic, anoxic or anaerobic units are formed; and nitrification and denitrification processes of nitrogen are carried out continuously and sufficiently. The nitrification, denitrification and denitrogenation artificial baffling type ecological system disclosed by the invention is obvious in function division, high in nitrogen purification efficiency and low in investment and operation cost, and the technological process is easy to manage and control; furthermore, the ecological engineering method integrates the function of enhancing the ornamental value of a water environment while ensuring the water quality; and therefore, the ecological engineering method can be widely applied to ecological treatment of non-point source pollution in an urban river and a village pond having a certain flow speed.
