The method comprises the following steps that user equipment in an idle mode obtains a deployment type of a small cell detected by the user equipment; the user equipment in the idle mode responds to reselection of a resident cell and judges whether the detected small cell is a blind spot covering small cell; if the detected small cell is the blind spot covering small cell, and in comparison with the signal strength of a macro eNB, the signal strength of the detected blind spot covering small cell meets the cell reselection conditions, the user equipment resides in the blind spot covering small cell, otherwise the user equipment judges whether the macro eNB has minimum performance guarantee of communication; if the macro eNB has minimum performance guarantee of communication, the user equipment resides in the macro base station; an MME (Mobility Management Entity) responds to paging of the user equipment in the idle mode and sends paging signaling to the macro eNB and the blind spot covering small cell; and the macro eNB and the blind spot covering small cell respond to the reception of the paging signaling and broadcast the paging information through an air interface so as to page the user equipment in the idle mode.
