The method comprises the following steps: directly reacting by taking ammonia gas and carbon dioxide as raw materials or taking ammonium bicarbonate, ammonium carbonate and ammonium carbamate as the raw materials in the presence of a catalyst or no catalyst under the conditions that the temperature is 200-300 DEG C and the pressure is 0-30MPa to obtain a cyanic acid or melamine product.
