The device consists of bidirectional safety tongs, a bidirectional speed limiter, a descending tripping mechanism, a descending linkage mechanism, an ascending linkage mechanism and an ascending tripping mechanism, wherein the bidirectional speed limiter is connected with the descending tripping mechanism and the ascending tripping mechanism through a triggering steel wire rope; the ascending linkage mechanism is connected between the bidirectional safety tongs and the ascending tripping mechanism; and the descending linkage mechanism is connected between the bidirectional safety tongs and the descending tripping mechanism.
