The method comprises: when an uploaded data authorization message expires and the terminal cache data amount is zero, starting a timer; judging whether a timer overtimes; if the uploaded data authorization message is received before the timer overtimes, resetting the timer, and initiating the E-RUCCH (enhanced-random uplink connection channel) access; if the uploaded data authorization message is not received before the timer overtimes, resetting the timer when the timer overtimes, and judging whether cache data exist in the logic channel; and when the data amount in the logic channel exceeds the threshold value of the logic channel cache data, initiating the E-RUCCH access.
