The method comprises a short data transmitting stage and a short data receiving stage; when a receiving party is not a group call user, a network facility transmits short data to a receiving party user through a main control channel, and transmits short data receiving success message to a transmitting party user by using a group call downlink channel; and when the receiving party is the group calluser, the network facility transmits the short data to the receiving party by using the group call downlink channel. Compared with the prior art, the method has the advantages of reducing resource waste of a reconstructed channel, along with easy implementation due to high sent short data rate. Because the time of occupying the channel during transmitting the short data is short, the group call service is affected little.
