A transceiver for hierarchical modulation transmission and reception of a scalable video bitstream includes a splitter generating a (High Priority) HP bitstream having HP based on a base layer among a plurality of scalable layers included in the scalable video bitstream and a (Low Priority) LP bitstream having LP based on an enhancement layer among the plurality of scalable layers included in thescalable video bitstream.
