Abstract

The treating agent contains 0.05-20 wt.% of a specific phosphorus compound having 1-3 residues after removing all the hydroxy groups from an alkylene glycol or a polyalkylene glycol having an oxyalkylene group or a polyoxyalkylene group composed of 1-50 total of 2-4C oxyalkylene units in the molecule as at least a part of the functionality improving agent.
