The invention discloses a production system and a production method of high-quality distillate oil, the system comprises a fixed bed hydrogenation reaction unit and an adsorption separation unit, the fixed bed hydrogenation reaction unit comprises at least one fixed bed hydrogenation reactor; a hydrogenation reaction zone I, a flash evaporation zone, a hydrogenation reaction zone II and a hydrogenation reaction zone III are sequentially arranged in the fixed bed hydrogenation reactor from top to bottom, the flash evaporation zone is provided with a liquid phase material inlet, a hydrogen inlet and an extraction side line are arranged between the hydrogenation reaction zone II and the hydrogenation reaction zone III, and the extraction side line is connected with a feed port of the adsorption separation unit. According to the method, high-quality distillate oil is produced through the processes of hydrogenation, side draw-out and adsorption separation in the system. The production system and the production method disclosed by the invention can be used for simultaneously producing high-quality aviation kerosene with low freezing point and high smoke point and a diesel blending component with ultralow sulfur and high cetane number by taking inferior coal oil and diesel fraction as raw materials under the conditions of simple process, low energy consumption and low cost.
