The linear-rotating low-speed cylinder power generator comprises a stator, a rotor and a mover which are installed from outside to inside and are mutually separated by air gaps, wherein the stator comprises a stator iron core formed by laminating a plurality of U-shaped silicon steel sheets, stator permanent magnets inserted into the middles of the stator iron cores and radially and alternately magnetized along the circumference, and stator windings wound on the stator iron cores and the stator permanent magnets, the rotor comprises a plurality of discrete rotor iron cores, rotor permanent magnets alternately magnetized in the radial direction are attached to the inner wall of each rotor iron core, the mover is made of a whole soft magnetic material, and a plurality of convex teeth distributed in the axial direction are arranged on the peripheral wall face of the mover.
