The device comprises a first single-mode laser, a second single-mode laser, an optical coupler and a one-way carrier balance photoelectric detector. According to the method, two single-mode lasers with different central wavelengths are mainly used as broadband noise sources, opticalsignals with quantum phase fluctuation are generated when the lasers work in a state of being lower than a threshold current, and outputs of the two single-mode lasers couple two beams of light sources through an optical coupler; and the output of the optical coupler is subjected to spectrum-to-spectrum conversion through a waveguide integrated uni-traveling carrier balance photoelectric detectorso as to generate millimeter wave noise.
