A mounting head and a choke plug are separately arranged at the two ends of an activator housing;a digital delay electronic excitation device is arranged in an inner cavity of the activator housing and the inner cavity of the activator housing is filled up with a heating material; a first guidewire penetrates through the mounting head and then is connected to the digital delay electronic excitation device; and the digital delay electronic excitation device is verified through keys and has adelay electronic excitation function for making the heating material heat up and generate a great deal of reaction gas, thus causing liquid-state carbon dioxide phase change. Being verified through the keys, the electronic activator cannot be activated even obtained without knowing detonating passwords, thus ensuring safety in processes of generation, transportation and storage; and the digital delay electronic excitation device has a delay function, and provides technical support for liquid-state carbon dioxide phase-change delay blasting construction in engineering application.
