The preparation method is characterized in that the novel water retaining and fertility increasing complex agent is prepared from the following components in parts by weight: 5 to 25 parts of an environment-sensitive polymer composite monomer, 10to 35 parts of mixed charcoal, 0.5 to 4.5 parts of carboxymethyl cellulose, 0.1 to 0.8 part of agar, 0.5 to 2.5 parts of bentonite, 0.1 to 0.6 part of N,N-methylene bisacrylamide, 0.2 to 0.5 part ofpotassium persulfate and 40 to 75 parts of water. According to the preparation method disclosed by the invention, environment-sensitive semi-penetrating gel adopted by the invention can respond to thechange of external environmental temperature and pH (Potential of Hydrogen), an intelligent water retaining and fertility increasing complex system is formed through a shrinking / swelling process of agel network, and the soil fertility is further increased through mixing of sugarcane leaf charcoal and other different source derived charcoal.
