Abstract

The method comprises the following steps: (1) a user or dispatching desk triggers a key attribute updating command of a user according to conditions of a scene where the user is located and transmits key attribute information of the user to a base station; (2) when the base station receives key attribute updating information of the user, namely the user is a key user, key attribute information of the user is reported to informed to a network side, and the network side triggers caution information and informs a dispatching commander to pay close attention to field information of user equipment (UE); and (3) when the base station performs traffic scheduling processing, by virtue of a key guarantee process, the effect that an uplink video of the key user is transmitted to the network side at high quality is guaranteed. By virtue of the method provided by the invention, the user or dispatching desk can dynamically change key attribute of the user, and the base station can complete communication quality guarantee of the key user according to the key attribute of the user, thereby guaranteeing timely and effective task execution in a complex scene and guaranteeing security of themass and personnel on duty.
