The technique includes following steps: taking the electroplating sludge, breaking and stirring to be thick, and performing alkaline leaching in heating and pressurizing states to obtain leachate A and residue A; taking the residue A, and performing acidic leaching in the heating and pressurizing states to obtain leachate B and residue B, wherein the leachate A and the leachate B can be used for metal smelting by means of conventional hydrometallurgy, and the residue B can be directly subject to landfill treatment. By the technique, the electroplating sludge can be reduced by more than 90%, removal rate of heavy metals reaches higher than 95%, total amount of heavy metals of the residue B after treatment can meet industrial land requirements stipulated in 'Soil Environment Quality Standards', and the residue B can be directly subjected to landfill treatment.
