The swing rod charging and discharging mechanism includes an anode swing rod, a cathode swing rod, a charging connecting plate and an insulating baffle plate. The anode swing rod and the cathode swing rod are provided with a connection shaft therebetween. The two ends of the connection shaft are in respective rotation connection to the anode swing rod and the cathode swing rod. The anode swing rod and the cathode swing rod are provided with a discharging contact and a charging contact thereon. The discharging contact and the charging contact are connected therebetween to a capacitor connecting line which is connected to a capacitor. The discharging contact is connected to a fault cable.
