The system further comprises five working mediums which run simultaneously, wherein the five working mediums include a refrigerant process, two water processes and two air processes; the two water processes include a dehumidification cold water process and a regeneration hot water process; and the two air processes include a treated air process and a regenerated air process. According to the system, the dehumidification processes and the regeneration processes of the two dehumidification heat exchangers are driven simultaneously through the evaporator and the condenser of the heat pump system respectively to generate dry fresh air, and independent humidity and heat load treatment and accurate temperature and humidity control are realized by adjusting and controlling the dehumidification heat exchangers and the surface cooler; and the system saves energy and is environment-friendly, small in volume and low in cost.
