The vegetation extraction method comprises steps of: extracting an intermediate echo from echo data acquired from a scanned scene, wherein the intermediate echo is waveform data with penetrability in a laser radar point cloud, and the echo data is obtained by a multi-echo laser scanning system; acquiring scene three-dimensional point cloud data, using an intermediate echo point in the scene three-dimensional point cloud corresponding to the intermediate echo as a vegetation point; and extracting all vegetation point cloud data from the scene three-dimensional point cloud data according to the vegetation point. The method and the system solve a problem that vegetation main characteristics in the laser point cloud data is difficult to acquire, effectively increase vegetation extraction quality so as to quickly position vegetation trunk and crown and achieve an accurate and high-efficient positioning result.
