Oat malts are subjected to complex extraction with water and polyhydric alcohols, and various nutritional ingredients can be remained, so that the oat malt extract has the synergistic effects of whitening, moisturizing, instant tightening and senescence delaying. Experiments show that through the application of an oat whitening and moisturizing emulsion containing the oat malt extract, the content of skin moisture reaches a maximum value after the oat whitening and moisturizing emulsion is applied for 2-3 hours, the moisture content can be improved by about 50%, and the moisturizing time can be up to 4 hours or above; within four weeks that the oat whitening and moisturizing emulsion containing the oat malt extract is applied, the content of cutaneous melanoma can be reduced continuously; besides, after the oat whitening and moisturizing emulsion containing the oat malt extract is applied for 10 minutes, 90% of volunteers feel the effect that skins are instantly tightened.
