The method mainly comprises the following steps: judging whether a current terminal waiting to access can access the radio access network or not in sequence through a global access control threshold value and the access control threshold value of each operator according to the quantity of resources needing to be occupied by the current terminal waiting to access in order to realize optimal control of access; and judging whether a congestion problem occurs or not in sequence according to a global congestion control threshold value and the congestion control threshold value of each operator, and dynamically regulating a resource release way in order that the quantity of current globally-occupied resources is smaller than the global congestion control threshold value. Therefore, a plurality of operators can use radio resources according to a protocol.
