The method comprises the following steps: partitioning an information body Q to be transmitted into n portions according to the composition structure of Q, extracting the metadata, namely, q1, q2 to qn of the n portions respectively, and calculating the transmission costs, namely, c1, c2 to cn of the size of the metadata respectively; hierarchically establishing metadata trees (MTs) by using given transmission cost sequences c1 to cn according to an MT construction algorithm from left to right in sequence, and mapping {q1, q2 to qn} into the MTs respectively, namely, {q1, q2 to qn} is greater than or equal to {k1, k2 to kn}; and transmitting all the MTs to be transmitted. The invention further discloses an on-demand small-cost transmission system for the multistage metadata. According to the method and the system, the information body Q to be transmitted is partitioned into a plurality of metadata to calculate the transmission cost of each metadata.
