The method includes steps of A, describing relevant uncertain parameters by the aid of fuzzy random numbers; B, computing system state transition probabilities of the transportation networks; C, building multi-objective and multistage decision-making optimization models; D, equivalently transforming the models to form solvable multistage decision-making optimization models; E, solving the models by the aid of particle swarm optimization algorithms on the basis of paired processes. The optimization decision-making method has the advantage of applicability to improving the construction efficiency and reducing the running cost during high arch dam engineering construction.
