The intensive networking method includes steps of selecting micro-base stations meeting preset conditions from micro-base stations as micro-base station coordinators according to information of the micro-base stations in an acquired preset area; setting the micro-base stations as the coordinators as cluster heads, utilizing the other micro-base stations in the preset area as cluster members and establishing an intensive network, wherein the cluster heads are used for transmitting information to the cluster members. The embodiment of the invention further discloses a terminal device. By the aid of the intensive networking method and the terminal device, a cluster is organized by the micro-base stations in the preset area, and the cluster heads transmit information to the cluster members, so that expense of interface control signaling and pilot frequency and interface risk among the base stations are reduced.
