The method comprises the following steps of (1) leaching chili skins with 60wt.% to 75wt.% (weight percentage) of ethanol aqueous solution; collecting a leachate after filtration; and performing treatment of amacroporous adsorption resin column, reduced pressure concentration, vacuum drying and smashing on the leachate, thereby obtaining the water-soluble chili extract powder; (2) leaching the residues of chili seeds in which oil is extracted in a squeezing manner by using the ethanol aqueous solution in concentration being 35wt.% to 55wt.%; filtering to obtain the leachate; and performing concentration, the vacuum drying, the smashing and screening on the leachate, thereby preparing the chili burn-lightening agent powder; and finally, mixing, degassing, crushing and granulating the water-soluble chili extract powder obtained by the step (1) and the chili burn-lightened agent powder obtained by the step (2) according to the mass ratio being (5-17):1 in a dry-type granulator, thereby preparing the chili extract powder with the water solubility and the burn lightening effect.
