The treating agent comprises sodium nitrate, sodium hydroxide and high-temperature-resistance sulphur-free fluorocarbon surfactant, wherein sodium nitrate serves as an oxidant to increase the valence of sulphur so as to avoid the generation of hydrothion; sodium hydroxide is used for stabilizing sulphur with increased valence so that the reaction for inhibiting generation of hydrothion is irreversible and the generation of hydrothion in an oil reservoir can be inhibited; and the high-temperature-resistance sulphur-free fluorocarbon surfactant is used for displacing oil and reducing viscosity. The invention also provides application of the treating agent for inhibiting generation of hydrothion in the oil reservoir in the steam flooding injection well. In steam flooding, the treating agent is injected into stratum together with steam, thereby inhibiting generation of hydrothion in the oil reservoir at the source, further reducing the damage of hydrothion and achieving the functions of displacing oil and reducing viscosity.
