The method comprises that: a base station controller (BSC) counts the average data transmission rate of a terminal; the BSC compares the average data transmission rate with a preset threshold, and judges whether the average data transmission rate is lower than the preset threshold or not; and if the average data transmission rate is lower than the preset threshold, the BSC transmits a first priority regulation command to a base transceiver station (BTS) to make the BTS regulate the scheduling priority of the terminal to be a high priority, wherein the first priority regulation command carries the information of regulating the scheduling priority of the terminal into the high priority.
