The two ends of a quartz tube of which the periphery is wound with a heating wire are connected with a to-be-digested water sample container and a digested water sample container respectively; the cavity of the digested water sample container is enclosed, and is connected with an air pump; a cooling device is arranged outside the digested water sample container; the digested water sample container is preferably connected with a pressure control valve and an electromagnetic valve; and the quartz tube is preferable bent into a clip form. The device is used for the pretreatment for measurement of total phosphorus in a water body, is suitable for online measurement, is used for quickly digesting a water sample, is convenient and standard for operating, has a good digesting effect and has digesting time shortened by over a half compared with that of the prior art.
