The method comprises the following steps of: grinding the notoginseng root and the tuber fleeceflower root into fine powder for sieving; decocting the red rhodobryum, the gambir plant, the astragalus, the hawthorn fruit and the liquoric root in water twice, merging decoction for filtering, and concentrating filter liquor to form thick paste of which the relative density is between 1.38 and 1.40 (25 DEG C), adding ethanol for standing and filtering, and recovering the ethanol from filter liquor to obtain the thick paste of which the relative density is between 1.38 and 1.40 (25 DEG C); and adding the fine powder of the notoginseng root and the tuber fleeceflower root into the thick paste, mixing uniformly, pelletizing by using starch slurry, drying, and tabletting and coating films to obtain the medicinal composition.
