The device comprises a vibrating sensor module, a vibrating spectrum analyzing and processing unit, an automatic charging and energy storing device, an electromagnetic valve, a braking device and a storage module. The method comprises the following steps of: adopting a digital sensor to pick up vibrating signals of wheel pairs and bearings of a train; picking up vibrating information of characteristic frequency bands through a frequency domain analysis method; judging whether the running of the train derails or not and storing vibrating characteristic data into a nonvolatile memory for state recording; and if the train derails, starting an alarm mechanism, acting by the brake device to brake the train until stopping, and sending an alarm signal by an audible and visual alarm device.
